Maybe - just maybe - there is room to apply the pareto principle in tackling the billions of those who don’t have access rather than to the minuscule numbers of Americans who dont have Internet access?

Wha? According to several studies, the US adoption for broadband internet is 53%. Among those homes in the US with internet access, 28% is dial-up.
I don’t know if I’d call tens (possibly upwards of hundreds) of millions of people minuscule.
